Filsafat Ilmu Popper dan Kuhn dalam Proses Transformasi Layanan Digital, Integrasi Data, dan Keamanan Informasi pada Sektor Publik

Digital transformation has changed every aspect of life, one is public sector. Digital transformation in this sector includes process of transforming digital services/e-government, data integration of public sector, and information security. Various studies were conducted to develop definitions, conceptual boundaries, methodology, architecture, and problem solutions. This paper aims to get research development in these three areas from Popper and Khun's philosophy point of view. The aim of this research is to understand how far this relation to philosophy of science. According to Kuhn, all research areas are still in the preparadigm stage because do not have mature concepts, methodologies, or views. Popper's falsification test can be adopted in all research area development methodology to ensure those concepts do not lead to pseudo-science.
